Road Development Agency (RDA) Director and Chief Executive Officer Eng. Elias Mwape has underscored the importance of developing a Monitoring and Evaluation System for the Agency saying the move will help track the Implementation Plan of the 2019-2021 Strategic Plan. 

Eng. Mwape said RDA had engaged the services of Messrs. ADA Consulting Inc. of Canada to develop the Monitoring and Evaluation System for RDA under the Chinsali-Nakonde Road Rehabilitation Project, and to conduct evaluations for the Chinsali-Nakonde Road Rehabilitation Project. 

Eng. Mwape said this in a speech read on his behalf by RDA Director Planning and Design Eng. Dickson Ndhlovu when he officially opened the two-day workshop on the Operationalization of RDA and Chinsali-Nakonde Road Rehabilitation Project(CNRRP)’s results measurement framework and the validation of the baseline surveys methodology  at Pamodzi Hotel. 

“As RDA, we understand the importance of the M&E system. Being a Public Institution, RDA must be transparent and accountable in its utilisation of resources as at least 10% of the National annual budget is allocated to the Roads Sector. We believe the M&E System will help us in this regard,” he said. 

Eng. Mwape said the M&E System would help track the Implementation Plan of the Strategic Plan in which the Agency had set ambitious targets for the Programmes and Projects undertaken by RDA. 

He emphasized that M&E was important in assessing whether the Agency was achieving its set targets. 

“I understand that the ADA will develop a central repository (Database like the PMS) on which to store data on. The Information that the system will generate is help the Agency to make informed decisions based on quality data generated,” he said. 

He assured the consultants that his office office was available for them to carry out their assignment without any delay. 

Eng. Mwape said the Project Manager, and Technical Advisor (TA) for the project were also at their disposal.

“Further, to ensure successful implementation, you will be working closely with the Senior Manager M&E, Mr. John Kapenda. You may wish to know that I have appointed M&E Focal Point Persons from all the departments. These people will be at hand to assist with all the information you will require,” Eng. Mwape said. 

He said he was also aware that the Consultants had engaged RDA Stakeholders to gain more insight into the operations of the Agency and collaboration. 

He thanked officials from the Ministry of National Development Planning, the Ministry of Transport and Communication, and the Ministry of Housing and Infrastructure Development, Road Transport and Safety Agency (RTSA), National Council for Construction (NCC), and the National Road Fund Agency (NRFA).
