20% SUB-CONTRACTING IS AN OBLIGATION-PRESIDENT LUNGU

President Edgar Lungu has expressed concern with some Contractors that are not adhering to the 20 percent sub-contracting policy.
President Lungu has warned that the issue of capacity should not be used as a scapegoat as the National Council for Construction (NCC) was there to address matters relating to inadequate capacity

“We want to upscale the sub-contracting policy to 50 percent. I am getting reports that we are being deceived by the 20 percent component. It should be an obligation and when they say they (local contractors) don’t have capacity, the NCC should come in and help,” he said.
The President made the remarks when he inspected works on the Chingola-Solwezi road on August 21, 2018. The President also toured various road projects in Chingola and Kitwe.
The President also took a swipe at some Contractors who are sub-contracting fellow Chinese companies to do the works meant for the locals.
He also said that the only way local contractors could acquire the necessary expertise to handle major contracts was through adherence to the 20% sub-contracting policy by foreign construction companies.
President Lungu urged the Minister of Housing and Infrastructure Development Honorable Ronald Chitotela and his special assistant for Project Monitoring and Implementation Mr. Andrew Chellah to ensure that the sub-contracting policy was adhered to by all companies.
